0.4.6b - Catsmas Extension Update

- Catsmas:

- Through the month of January, you'll still be able to bake as many Cookies as possible in the Catsmas Event

- Misc:

- Added a tooltip for the "Save" Button

- The hitboxes for some Buttons (Save, Pause, Tooltip, Open Manual) have been adjusted

- The hint text of the third unlockable Rank in the Ranks Menu has been changed

- Bug Fixes:

- The Achievements "Devout, Devine, Delighted" #1 and #3 had no effect on Department Speed. This has been fixed

- The Recruitment Agency excelled in the recruitment of Disciples, so much so that it did not check for Pop space. This has been resolved

- Fixed a bug that showed the wrong number of Disciples being trained by the Recruitment Agency

- Under certain circumstances both the University and Gym would train "Fractions" of Disciples. This has been fixed

- The Assessment Center did not display the correct numbers of Disciples trained. This has been resolved

- The "Empower" bar below the Departments did not display the correct text when Promoted Disciples have been assigned to Empower a Department and then having 0 Promoted Disciples left. This has been fixed

- The Button to level all Cats at once has been active in all different Game screens. This issue has been removed
