0.4.4b - Uuuuuuh...pdate

Hey there! Another small update, so certain people can play again: 

• Balance Changes:
• The Assessment Center has a minimum time of 3 seconds now

• Bug Fixes:
• Importing in the Main Menu actually works now!
• There was an issue where the wrong Purrk Menus were opened when clicking certain Departments. This has been fixed
• Fixed a bug where the "Offline Progression Window" would show the wrong and/or unformatted numbers for trained Disciples at the Training Center
